Lloyd was first elected to the Council of the Municipality of the District of Guysborough in 1988 and elected Warden by fellow Councillors in 1997 and again following the 2000, 2004 and 2008 municipal elections.
Warden Hines is a graduate of Saint Francis Xavier University in Antigonish, Nova Scotia and has studied at University College of Cape Breton,Saint Mary's University at Halifax, Universite de Moncton in Moncton, New Brunswick and Queens University in Kingston, Ontario. He is retired from private business in the Shiretown of Guysborough after 30 years in the Hospitality industry.
Lloyd has served on many Boards and volunteer organizations over the years and was elected to the first consolidated Guysborough County District School Board where he served from 1982 to 1986. He currently serves as Chair of the Milford Haven Home for Special Care Management Board.
He was elected as a Nova Scotia representative to the National Board of Directors of the Federation of Canadian Municipalities, first in 2002 and recently in 2011 where he serves as Vice Chair of the Standing Committee on Environmental Issues and Sustainable Development. Lloyd also sits as Atlantic Representative on the National Green Municipal Fund Council and chairs that body's Governance Committee. He was elected as Chair of the Union of Nova Scotia Municipalities Rural Caucus, Vice President of that organization and President for 2008 and 2009.
He also served as Founding Chair of the Property Valuation Services Corporation, a Municipally governed body charged with the delivery of property assessment services in Nova Scotia, and currently serves as a Director for that organization.
Lloyd and his wife Patricia reside in the Shiretown of Guysborough. They have four adult children.
